The U.S. District Court for Washington, D.C. has ruled that the District’s ban on handguns outside of the home is unconstitutional in Palmer v. District of Columbia. No stay of the decision was issued, but the D.C. Attorney General’s office has announced it will appeal the ruling. Dave Kopel, research director of the Independence Institute and writer for The Volokh Conspiracy, discusses the groundbreaking decision.
